A famous foreign bank offering a comprehensive suite of financial products and services catering to diverse clientele, encompassing individuals, small and medium-sized enterprises, large corporations, financial institutions, and public sector entities.

JOB RESPONSIBILITIES
  • Collaborate with the Department Head to lead the Information Technology Department in Vietnam, ensuring alignment between business and technology. Oversee IT Governance, encompassing strategic alignment, value delivery, risk management, resource management, and performance management.
 
  • Establish and maintain an enterprise information model to facilitate application development and decision-support activities, consistent with the bank's IT strategy. This model should promote optimal creation, use, and sharing of information by the business while maintaining integrity, flexibility, functionality, cost-effectiveness, timeliness, security, and resilience to failure.
 
  • Implement procedures to assess the integration and interoperability of complex IT processes, such as problem, change, and configuration management.
 
  • Initiate and manage a project management framework for all IT projects, including associated risks.
 
  • Establish effective IT control practices and monitor them to prevent internal control breakdowns, increase efficiency, optimize resource utilization, and enhance the effectiveness of IT processes.
 
  • Oversee the regulatory environment for the organization in Vietnam.
 
  • Ensure compliance with local regulations.
 
  • Coordinate internal and external audits with relevant departments.
 
  • Lead change management efforts to keep the payment/regulatory environment continuously updated.
 
  • Develop and update procedure manuals and work instructions for the department as needed.
 
  • Ensure the daily performance of the regulatory environment is demonstrable.
 
  • Execute event, incident, problem, and capacity management routines to ensure the continuous availability of the regulatory environment when required, either from the main office.
 
  • Maintain regular communication with regulators in a cost-effective manner.
 
  • Resolve technical issues related to IT infrastructure, applications, and security systems.
 
  • Provide technical assistance and support for incoming queries and issues related to computer systems, software, and hardware, focusing on regulatory compliance and business requirements.
 
  • Conduct regular discussions with relevant vendors to uphold defined vendor frameworks and Service Level Agreements (SLAs).
 
  • Respond to staff inquiries following department-established procedures and ensure satisfactory resolution. Guide end-users through the problem-solving process.
 
  • Provide training to both business staff and IT teams to ensure effective utilization of the regulatory environment.
 
  • Manage the Governance team, which includes permanent and contract staff.

Requirements
  • University degree or master's in Computer Science, Management Information Science, Commerce/Business Administration, Banking and Finance, or equivalent.
  • Proficiency in English, with upper intermediate to advanced levels of fluency for all purposes.
  • Minimum of 10 years of experience, preferably in mid to large-cap banks, within the IT/Security department.
  • Previous experience in Banking-IT related areas/projects involving IT Policy and Planning, Financial Networks and Applications, Financial Information Systems, Payment Technologies, etc.
  • Deep understanding of local regulatory reporting in Vietnam.
  • Profound understanding of strategic IT planning and compliance checks.
  • Basic understanding of banking systems.
  • Familiarity with hardware, middleware, networks, and cloud-based solutions.
  • Basic understanding of system security and cybersecurity.
  • Fundamental knowledge of traditional banking products and operations as business domain expertise.

WORKING TIME
  • 9:00 to 18:00 from Monday to Friday
  • Lunch break: 12:00 - 13:00
